Iran’s Foreign Minister Seyed Abbas Araghchi issued a chilling warning on Thursday, declaring the Islamic Republic would show “zero restraint” against any further attacks on its energy infrastructure. The statement, shared via social media, came amid intensified U.S.-Israeli military operations that escalated around February 28, including strikes on shared gas facilities like South Pars, which Iran has retaliated against by targeting Gulf energy assets.

Araghchi stressed that previous Iranian responses had employed only a “fraction” of available capabilities, in deference to international de-escalation calls. Citing intelligence on looming Israeli strikes, he framed Iran’s position as legitimate self-defense and demanded any conflict resolution include reparations for civilian infrastructure damage.

The Strait of Hormuz — the critical artery carrying about 20% of the world’s oil and substantial LNG volumes — has descended into near-total disruption. Maritime tracking data from Windward, MarineTraffic, and S&P Global reveal daily vessel transits crashing from a pre-conflict norm of 130-138 to near-zero in early March, with recent days seeing only 2-9 crossings. Since March 1, cumulative transits number in the dozens, stranding hundreds of vessels and tens of thousands of crew members in the Persian Gulf amid drone strikes, GPS jamming, naval mines, and IRGC fast-boat patrols.

Iran has acknowledged actions against at least 21 merchant ships since early March, per maritime security reports, exacerbating fears and propelling oil prices to multi-year peaks on supply disruption concerns.

To mitigate immediate market panic, the Trump administration granted a limited sanctions waiver Friday, permitting purchases of Iranian crude already loaded and at sea (pre-cutoff dates) through April 19. Officials framed the exception as a pragmatic step to release roughly 140 million stranded barrels and calm volatility, while U.S. military operations continue.

In a strategic pivot, Iran is transitioning from disruption to regulated access. Tehran is pursuing bilateral “safe passage” deals, vetting vessels through IRGC channels. Foreign Minister Araghchi informed Kyodo News that negotiations with Japan could soon restore transits for Japanese-linked tankers, potentially serving as a blueprint for others.

Over 20 nations — including the UK, France, Germany, Italy, Netherlands, Japan, Canada, and South Korea — have issued statements signaling willingness to back secure passage and energy stabilization initiatives.

A proposed Tehran bill, often called the “Hormuz Tax,” would levy formal fees, tolls, or security charges on ships carrying energy, food, or goods through the strait. Supporters argue it offsets costs of safeguarding the waterway. Speculative models suggest fees around 10% of cargo value or per-barrel rates on ~20 million daily barrels could yield hundreds of billions annually — effectively monetizing Iran’s control and turning military pressure into a massive revenue stream.

While no formal tax is yet law, isolated accounts report operators paying substantial sums — one case cited around $2 million — for IRGC-cleared transit.

The twist is stark: enormous U.S. and Israeli military outlays aimed at containing Iran have aligned with Tehran potentially gaining a lucrative “toll-gate” over global trade. As observers note, efforts to isolate the regime may have handed it leverage to redefine energy economics.

With diplomatic channels buzzing, tentative traffic flickers, and escalation risks high, the Strait of Hormuz stands as the linchpin of worldwide energy security and market stability.
